Federal Contracts & Grants in the Context of Disaster Recovery – VIA ZOOM
Descripción del Curso
The course will provide an overview of federal law relating to contracting and grants in the context of disaster recovery. Subject matter will be applicable to COVID – 19 and the rebuilding of Puerto Rico from the impact of Hurricanes Irma and María.
We will explore the complexities associated with disaster recovery purchasing and grant making by the federal government. Topics taught will include the procurement registration process and certifications necessary to win a federal contract, small and minority owned business entity programs, Stafford Act and issues related to the alignment of federal acquisition rules with Puerto Rico employment law.
The course will also explore how funds are made available through grants and how governments, businesses, and community organizations may comply with the federal framework of laws and regulations. Programs covered will include the U.S. Community Development Block Grant Program (CDBG) and CDBG Disaster Recovery Funds.
COVID – 19 will also be addressed, with an introduction to the basics of the Defense Production Act, the Public Readiness and Emergency Preparedness Act of 2005( PREP ACT), state and local government access to federal contracts, country of origin requirements, and steamlined contracting authority.
